This is kind of a trick question because in truth in my opinion you should never let your cat outside. Cats can be kept perfectly happy indoors and as a benefit they can't get run over, can't get into fights with other cats and can't eat our native wildlife. There are ways to do it safely though, such as letting them out in an outdoor enclosure.
